How they voted

Budgets, tax rates, big contracts, land deals and borrowing are decided by recorded votes. Here's how each elected official voted on the money decisions since 2024, from official minutes.

Reading the votes

  1. Most votes are unanimous. Many items pass 5-0, often together on a "consent agenda" with no discussion. A unanimous vote still means every member approved it.
  2. Split votes show disagreement. When the tally isn't unanimous, those are the decisions where members saw it differently. They're listed first below.
  3. Absent isn't a no. Members who missed a meeting are shown as absent.

    Coverage and gaps

Votes come from official minutes; where minutes give only a tally, members are shown as "unknown". Minutes for Lynn Haven, Callaway, Panama City Beach, Mexico Beach, Parker and Springfield are mostly scanned and were read with text recognition, so check the linked minutes before relying on any single vote.

    • Every vote comes from official minutes, except where source_title names a news outlet or an agenda packet. by_member values come from the roll call or tally in the minutes. 'unknown' means the source gives no names.
    • Bay County BOCC: minutes come from the Clerk of Court's OnBase public search (https://bayforms.baycoclerk.com/PublicAccess/PublicRecordSearch/, query 'BOCC - Minutes Search'). Document links there are session-specific, so source_url points to the search page and source_title names the meeting date. Agenda packets are on PrimeGov (https://baycountyfl.primegov.com/public/portal). The minutes record 'Upon a roll call, the motion carried 5-0' plus named absences, abstentions and no votes, so by_member is derived from that.
    • BOCC consent-agenda contracts (marked '(consent)') were approved in a single consent motion. The tally shown is that motion's tally.
    • Panama City and its CRA: the minutes list every YEA and NAY by name, so by_member comes straight from the roll call. A member who appears in neither list is marked 'absent'; that can also mean they abstained or left the room.
    • Lynn Haven, Panama City Beach, Parker: the minutes list each member's aye/nay. Callaway, Mexico Beach and Springfield minutes usually say only 'carried unanimously' and name the dissenters. Members listed as present were recorded as 'yes' on unanimous votes.
    • Many Lynn Haven, Callaway, Panama City Beach, Mexico Beach, Parker and Springfield minutes are scanned images. Their text was produced by OCR (tesseract), so a few names or amounts may carry OCR errors. Check the source PDF before publishing any single item.
    • Plain summaries for Panama City, Lynn Haven, Callaway and PCB were generated from the motion text in the minutes and lightly cleaned. Item text may be truncated.
    • Amounts are the largest dollar figure in the motion. They are null when the motion states no amount.
    • Lynn Haven commissioner Judy Vandergrift served through May 2025; Judy Tinder voted from Sept. 2025. These appear to be different people: Tinder spoke as a resident in 2024. Mayor Jesse Nelson was followed by Dave Lowery in early 2026.
    What we couldn't find (8)
    • Bay County BOCC: the Clerk has not posted minutes for the Sept. 3 and Sept. 16, 2025 (FY2026) budget hearings, for any 2026 meeting after June 16, 2026 (including the July 21, 2026 maximum-millage vote and the Sept. 15/23, 2026 FY2027 hearings), or for Jan. 22, Dec. 2 and Dec. 16, 2025 and March 3, 2026. FY2026 and FY2027 final votes are recorded from agenda packets and news, with roll calls unknown.
    • Bay District School Board: the district website (bay.k12.fl.us) blocks automated access and no board-minutes portal could be reached. Only budget items with news-reported outcomes are included, and individual votes are unknown. Contracts, land deals and split votes for the school board are not covered. This is the largest gap.
    • Panama City Beach: the Granicus archive has council minutes for 2025-2026 but only March 2024 for 2024, so 2024 PCB votes, including the FY2025 budget, are missing. pcbfl.gov blocks automated access, so PCB seat numbers and term ends are not recorded. Some PCB minutes were OCR'd from the first 12 pages only.
    • Mexico Beach and Parker: council minutes are scanned PDFs. Budget hearings were read in full; regular meetings were OCR'd from the first 8 pages and parsed for split or money votes, so some items may be missed. Parker's FY2027 final budget hearing (Sept. 24, 2026) minutes were not yet posted. Mexico Beach FY2025 final minutes do not restate the millage rate.
    • Springfield: only some minutes are posted in the document library, and the FY2025 (Sept. 16, 2024) and FY2027 (Sept. 22, 2026) final budget hearing minutes were not found. Those budgets are recorded from the adopted resolutions, with votes unknown.
    • Term-end dates for most city officials are not on the city sites that were fetched. They are marked 'unknown' or inferred from election cycles and labeled as inferred.
    • CRA boards: Panama City, Lynn Haven and Callaway CRA votes are included where minutes were parsed. The PCB Front Beach Road CRA is the PCB council sitting as the CRA, and its votes may appear under pcb-council. Springfield and Parker CRA actions appear only in budget items.
    • Coverage of $1M+ contracts is fullest for the BOCC and Panama City (read from text-based minutes). For the smaller cities it depends on OCR quality.
