The bed tax: what visitors pay and where it goes

Visitors who rent a hotel room, condo or house for six months or less pay a 5% tourist development tax on top of sales tax. It brings in tens of millions a year, almost all from Panama City Beach, and state law limits what it can be spent on.

The simple version

How the bed tax works

  1. Visitors pay it, not residents. It's added to short-term rentals in a taxing area covering Panama City Beach, Panama City, Mexico Beach and nearby areas.
  2. Each penny has a job. State law ties the pennies to tourism marketing, beach nourishment, and tourist facilities like sports complexes.
  3. A council recommends, the County Commission decides. The 9-member Tourist Development Council (TDC) recommends spending; the County Commission adopts the budget. Visit Panama City Beach (the CVB) runs most of the PCB-zone money under a county contract.
  • 2% Original tourist development tax since 1986
  • 1% Additional 1 percent tax since 1997
  • 1% Professional sports franchise facility tax since 2009
  • 1% Additional professional sports franchise facility tax since 2009

State law would allow a 6th cent. Bay County doesn't levy it; the County Commission declined to add it in 2023.

How the 5 cents are split in the PCB zone

In FY2024 the PCB zone's tax revenue went about 60% to tourism promotion (3 cents), 20% to beach nourishment (1 cent) and 20% to the "5th cent" fund that pays the Publix Sports Park debt and other projects (1 cent). This is worked out from the county's budget book; the ordinance itself wasn't available to check. Source

Budget columns include reserves (for example, $53.5M of beach nourishment reserves in FY2026), so they are much larger than actual spending. Mexico Beach's zone fund (126) is left out because its FY2025 lines include large one-time transfers we couldn't reconcile; its CVB contract was $1.1M in FY2026. 2. 2024-09-04Beach nourishment money opened to public safety. Reporting figures do not fully reconcile. Source

    Gaps

    • No actual Bay County TDT collections were found for FY2026 beyond July 2026. The full-year September 2026 report was not yet posted.
    • The Bay County TDT ordinance and Tourist Development Plan (official cent-by-cent allocation) were not retrieved because the municode site blocks automated access. The 3/1/1-cent split is inferred from FY2024 fund revenue.
    • No official, complete TDC member roster with seat categories was found online. Only names reported in news coverage are listed.
    • The ad agency contract value (Luckie) and the PR/media contract values were not found. Only the CVB budget's agency retainer line ($461,135) is available.
    • TDC/CVB spending by category before FY2024 was not compiled. Older county budget books are on the Budget Office archive page, and older CVB programs of work are on visitpanamacitybeach.com.
