What a typical water and sewer bill costs

5,000 gallons a month, inside city limits
WhereUtility, and how it adds upMonthly
Panama City BeachCity of Panama City Beach Utilities5,000 gal is within the 6,000-gal minimum: water 37.54 + sewer 49.88 = 87.42 (rate sheet also shows combined 0-6,000 gal water+sewer = 87.42) Sheet says billing is bi-monthly on even months while headings say 'monthly ... per unit'; figure is per month as labeled.$87.42
CallawayCity of Callaway Utility Billing (water/sewer purchased wholesale from Bay County)Water 11.37 + 5 x 5.32 = 37.97; franchise fee 10% = 3.80; Sewer 30.69 + 5 x 6.13 = 61.34; Stormwater 1.00; Solid waste 13.00; Total = 117.11 The city's rates page mislabels its headings (outside-city base rates appear under 'per 1,000 gallons'); figures were matched by the stated 25% outside surcharge (11.37 x 1.25 = 14.21; 30.69 x 1.25 = 38.36; 5.32 x 1.25 = 6.65; 6.13 x 1.25 = 7.66). FY2027 budget assumes consumption rates rise $0.05 (water) and $0.15 (sewer) to cover county increases, which may not yet be on the page.$117.11
Unincorporated Bay CountyBay County Utility Services (retail)Water: 21.10 + 3 x 2.60 + 2 x 2.90 = 34.70; Sewer: 37.00 + 5 x 9.80 = 86.00; Total = 120.70 (3/4-inch meter, 2026 column; assumes wastewater volume charge on all metered water)$120.70
Lynn HavenCity of Lynn Haven Utilities16.85 + 16.95 + 24.86 = 58.66 base; + 5 x (4.05 + 10.17) = 71.10; total = 129.76 (matches budget's own table: 5,000 gal - $129.76). Water+sewer only = 104.90$129.76
Mexico BeachCity of Mexico Beach (water/wastewater supplied by Bay County; city bills)Water 40.83 + 1 x 3.68 = 44.51; utility tax 7% = 3.12; Sewer 55.07 + 1 x 5.20 = 60.27; Sanitation 40.00; Total = 147.90 (city's stated minimum bill is $138.76)$147.90
SpringfieldCity of Springfield Public Works / Utility BillingBase 8.95 + 30.43 + 37.67 + 3.00 = 80.05 (city's stated total base); + 5 x (5.13 + 14.90) = 100.15; total = 180.20$180.20
Panama CityCity of Panama City Utilities (water, wastewater, garbage)14.09 + 32.29 + 45.91 + 5 x 6.28 + 5 x 11.90 = 92.29 + 31.40 + 59.50 = 183.19 The city's FAQ says the average residential bill becomes 'approximately $92.29', which equals the three base charges alone - so usage may include an allowance not described in the notice. Treat the 5,000-gallon figure as provisional until the rate ordinance is checked.$183.19

Each city's council or commission sets its rates by ordinance or resolution; the county commission sets the county's. Every charge (base fees, tiers, garbage, stormwater, franchise fees and utility taxes) is in the utility-rates dataset, and the Fees & bills page compares them.

Where this comes from

  • Providers and rules are copied by hand from each city's and the county's own utility and sanitation pages, rate ordinances and the Florida Public Service Commission's filings. Each row links its source.
  • Your city comes from the county's city limits map. Your pickup day comes live from the city's route map where it publishes one (Panama City, Lynn Haven, Callaway and Parker). Other cities list their days by side of town, or leave it to your hauler.
  • Electric co-op territory comes from a national map of electric service areas. FPL and co-op lines can run through the same neighborhood, so your bill is the sure answer.
  • Internet: providers change by street; the FCC broadband map lists every one at an address.
  • Data: utility-providers (CSV) · trash-pickup (CSV) · trash-holidays (CSV) · utility-rates (CSV) · one address: /api/v1/utilities.
