How we did this

Platforms are summarized only from each candidate's own campaign website, campaign social pages or questionnaire answers they wrote, with links to each source. If we couldn't find a statement from the candidate, we say so rather than fill in from news coverage. Candidates are listed alphabetically.

Money comes from the campaign reports candidates file with the Bay County Supervisor of Elections, through the date shown. Organizations are listed by name; gifts from individual people are counted and totaled, and every name is in the linked report. Florida caps gifts to local candidates at $1,000 per person or business per election.

Sitting officials' past campaigns are on the Campaign Money page.

What we couldn't find
  • Campaign Facebook/Instagram pages could not be read (Facebook blocks automated access). Platforms come only from candidate websites and the candidate statements filed with the SOE (shown on each candidate's VoterFocus page). Candidates whose only platform material is on Facebook have platform [] (e.g. Scott Duvall).
  • No platform material found for: Robert Carroll, Scott Duvall, Steve Moss, Timothy Campbell, Tracy A Smith, Glenn Manley, Jamie Kirkland, Alyssa Finneyfrock, Greg Porta, Tim Rosson, Carl Curti, Jackie Kennington, Cindy Hamre, Carrie Ruscoe, Steve Cox, and withdrawn or non-qualified filers McDowell, Rust, Williams and Aufdencamp.
  • Glenn Manley: a Facebook profile is linked by a third-party voter guide but could not be confirmed as an official campaign page, so it is not listed.
  • votebrianrust.com (the site cited in Brian Rust's SOE statement) no longer shows campaign content.
  • The Nov 3 sample ballot is only available as a personalized request form on bayvotesfl.gov. The active race list was assembled from the SOE 'Offices up for Election' page, SOE/VoterFocus candidate statuses, the Notice of General Election (county and special district offices) and the SOE snapshot sheets for Callaway and Panama City Beach, which list Nov 3, 2026 as their election date.
  • Incumbents not confirmed: Lake Powell CDD Seat 2; Springfield Wards 3 and 4; Mexico Beach Groups 4 and 5. Timothy Campbell's incumbency (County Judge G1) relies on a court-directory link that could not be opened.
  • Mexico Beach Groups 4 and 5: exact close of qualifying not confirmed (2026 snapshot no longer posted); decided_date left null.
  • Lynn Haven mayor (partial term): no SOE result exists because the Jan 20, 2026 recall election was canceled. Outcome (appointment of Dave Lowery) and date are from WJHG/WMBB reports; decided_date 2026-01-13 is the Tuesday commission meeting those reports describe.
  • Out of scope and not included: Circuit Judge, 14th Circuit Groups 7 and 10 (multi-county), and all state and federal races. Lynn Haven's five charter amendments on the Aug 18 ballot are ballot measures, not candidate races. No mosquito-control or soil and water district seats are on Bay County's 2026 ballot according to the SOE offices list. Panama City, Parker and other Lynn Haven/Mexico Beach seats are up in April 2027, not 2026.
  • Candidate names follow printed 2026 ballots where available (Aug 18 primary, Apr 21 Springfield); for Nov 3 city and CDD races and races decided at qualifying, names follow SOE candidate filings because the full Nov 3 ballot text was not available.
  • Candidate status values 'lost', 'did_not_qualify' and 'appointed' were added beyond the original enum to describe these cases accurately (see status_legend).
  • Lake Powell Community Development District (Seats 2 and 5): five candidates are listed in the SOE system with no reports and $0 totals; nothing to itemize.
  • Suzanne McDowell and Sunny Reid (County Commission District 4, both Withdrawn): no reports or itemized activity listed.
  • Lynn Haven recall (Jan 20, 2026): the two recall political committees ("Lynn Haven Recall", "Recall Mayor Nelson") are committees, not candidates, and are excluded. Only the candidate account for the mayor's seat is included.
  • No 2026 elections were listed in the SOE system for Panama City, Lynn Haven (other than the recall), Parker, or for county constitutional offices; Panama City and Parker hold municipal elections in odd years (2025, 2027).
  • Campaigns still active through Nov 3 have filed through G4 (period ending 2026-10-02) or, for two Callaway candidates, G5 (period ending 2026-10-16). The G5 report for the others (period 10/3 to 10/16) was not posted as of 2026-10-21, and the G6 report is due after the election. Figures will change.
  • Dr. John L. Haley: one blank deletion line in an amended report could not be matched; SOE totals may double-count one $1,000 candidate loan (see candidate notes).
  • Expenditure payees have no type code in the filings. Payees were judged to be individual people by name and aggregated as "Payments to individuals" (or "Refunds to individual contributors"); a few business names that are personal names could be misjudged.
  • In-county vs out-of-county is based on the city/ZIP filed for each individual contribution (Bay County cities and ZIPs). Contributions with no address filed are counted as location_unknown.
