How they voted

Budgets, tax rates, big contracts, land deals and borrowing are decided by recorded votes. Here's how each elected official voted on the money decisions since 2024, from official minutes.

The simple version

Reading the votes

  1. Most votes are unanimous. Many items pass 5-0, often together on a "consent agenda" with no discussion. A unanimous vote still means every member approved it.
  2. Split votes show disagreement. When the tally isn't unanimous, those are the decisions where members saw it differently. They're listed first below.
  3. Absent isn't a no. Members who missed a meeting are shown as absent.

    Coverage and gaps

Votes come from official minutes; where minutes give only a tally, members are shown as "unknown". Minutes for Lynn Haven, Callaway, Panama City Beach, Mexico Beach, Parker and Springfield are mostly scanned and were read with text recognition, so check the linked minutes before relying on any single vote.

    How we read the minutes

    • Each vote comes from the official minutes posted by that government. A few recent votes whose minutes aren't posted yet come from the agenda packet or local news, and the source link says so.
    • Panama City, Lynn Haven, Panama City Beach and Parker minutes list how each member voted. Callaway, Mexico Beach and Springfield minutes usually say "carried unanimously" and name only the no votes, so members present are shown as yes. A member shown as absent may also have abstained or stepped out.
    • County Commission items on the consent agenda are approved together in one vote. The count shown is that vote.
    • Many city minutes are scanned images read with text recognition, so a name or number can be misread. Every vote links to its minutes so you can check.
    • The headline and summary for each vote are rewritten in plain English from the motion in the minutes, without adding anything the minutes don't say. The dollar amount is the largest figure in the motion.
    • Lynn Haven: Judy Vandergrift served through May 2025 and Judy Tinder's recorded votes run through September 2026. Corey Langford now holds that seat. Mayor Jesse Nelson was followed by Dave Lowery in early 2026.
    What we couldn't find (9)
    • Bay County BOCC: the Clerk has not posted minutes for the Sept. 3 and Sept. 16, 2025 (FY2026) budget hearings, for any 2026 meeting after June 16, 2026 (including the July 21, 2026 maximum-millage vote and the Sept. 15/23, 2026 FY2027 hearings), or for Jan. 22, Dec. 2 and Dec. 16, 2025 and March 3, 2026. FY2026 and FY2027 final votes are recorded from agenda packets and news, with roll calls unknown.
    • Bay District School Board: votes come from the board minutes on BoardDocs (go.boarddocs.com/fl/bcsdfl), January 2024 to September 22, 2026, with each member's vote. Routine consent items without amounts are left out. The October 13, 2026 minutes were not posted yet.
    • Panama City Beach: 2024 votes come from the draft minutes published in the following meeting's agenda packet, which can differ slightly from the final approved minutes. pcbfl.gov couldn't be read by our tools, so PCB seat numbers and term ends are not listed.
    • Mexico Beach and Parker: council minutes are scanned PDFs. Budget hearings were read in full; regular meetings were read from the first 8 pages and checked for split or money votes, so some items may be missed. Parker's FY2027 final budget hearing (Sept. 24, 2026) minutes were not yet posted. Mexico Beach FY2025 final minutes do not restate the millage rate.
    • Springfield: minutes from July 2024 to October 2026 are scanned images read by OCR; check the source PDF before relying on a single amount. Ordinance 600 (Nov. 4, 2024) is recorded 4-1 from the roll call, though the minutes print "4-0".
    • Term-end dates for most city officials are not on the city websites. They are marked unknown or estimated from election cycles.
    • CRA boards: Panama City, Lynn Haven and Callaway CRA votes are included where minutes were read. The PCB Front Beach Road CRA is the PCB council sitting as the CRA, so its votes may appear under the Panama City Beach City Council. Springfield and Parker CRA actions appear only in budget items.
    • Coverage of $1M+ contracts is fullest for the County Commission and Panama City, whose minutes are text documents. For the smaller cities it depends on how well scanned minutes could be read.
    • Still missing: Bay County Commission minutes after June 16, 2026 (including the July 21 maximum-millage meeting and the September 2026 budget hearings), the September 2025 budget-hearing minutes, Dec. 2 and 16, 2025 and March 3, 2026; and Parker's September 24, 2026 final budget hearing minutes, approved but not yet posted.
