The simple version

Reading campaign money

  1. Candidates must report every contribution. Florida caps gifts to local candidates at $1,000 per person or business per election, and every report is public.
  2. Businesses that work with government often give. It's legal and common. A donor that also has a contract is a fact in the records, not proof that one led to the other.
  3. We name organizations, not people. Gifts from individuals are shown only as a count and total. The full reports, with every name, are linked for each official.

"Raised" is the Supervisor of Elections' total of monetary contributions, which includes loans from the candidate. In-kind gifts (goods or services) are counted by type. For finished campaigns, spending includes leftover money given away or returned.

Sources and gaps

Every figure comes from the Bay County Supervisor of Elections' campaign finance system, including the itemized reports, which add up to the official totals. Organization names are shown as filed, except that spelling variants of the same name are combined, and names the filing system cut off at 30 characters are completed where the full name is clear. Supervisor of Elections

  • Corey Langford (Lynn Haven commissioner): no campaign account found in the Bay County SOE system for any election from 2022 through the 2027 municipal cycle. Repo vote records show Judy Tinder voting as a commissioner through Sep 2026, so he may have been appointed; not verified.
  • Mark Rega (Parker council member): no campaign account found in the Bay County SOE system for 2022-2027 elections. Parker Seat 4 was won by Stacie Galbreath in 2023, so he may have been appointed; not verified.
  • Mexico Beach Group 4 is marked not elected/vacant in fees_pay_officials.json and was not included (SOE shows Carrie Ruscoe elected to Group 4 in Apr 2026: $100 monetary, $25 in-kind).
  • School Board District 2: Ginger Littleton (2026 winner, term begins Nov 2026) is not yet the officeholder and was not included; SOE shows $22,360 monetary and $500 in-kind as of the latest report.
  • School Board Districts 1 and 4 (Jerry L. Register, Winston Chester) are not in fees_pay_officials.json seats but were included from SOE 2024 results; District 3 and 5 holders are null in that file and were taken from the SOE (Christopher Moore, Steve Moss).
  • Races still in progress (Christopher Moore, Mary Coburn, Bobby J. Birdsell) reflect only reports filed as of 2026-10-21.
  • Contract data comes only from the Contracts page, which covers Bay County BOCC and the seven cities FY2023-FY2026. It does not cover Bay District Schools or the constitutional officers' own purchasing, so contributor matches for school board and constitutional-officer campaigns are matched only against county/city vendors. Lynn Haven check-register vendor names are truncated at 15 characters in the source.
  • Contributors filed as individuals who own businesses, and contributions from company owners or employees, are not matched to vendors (individuals are not named in this dataset).
  • Possible matches left out as unclear: "Halls Contracting" (Ford) vs vendor "Hall Contracting & Construction, Inc."; "ESCS LLC" (Ford) vs "ECSC, LLC"; "RJ Gorman Construction" (Ford), which could be RJ Gorman Marine Construction, LLC or RJ Gorman Contracting, LLC; "Emerald Coast Civil Constructi" (Crosby) vs "Emerald Coast Site Construction".
  • www.bayvotes.gov could not be reached through this environment's network proxy; the SOE's current site is www.bayvotesfl.gov, which was reachable.
