What the auditors found

Every year outside accountants check each government's books. Here's what they flagged over the last three years, in plain English, and what the state's own auditors found.

From audits filed with the Florida Auditor General
Research compiled Oct 20, 2026
The simple version

How to read an audit

  1. The opinion is the headline. "Clean" (unmodified) means the numbers can be trusted overall. "Qualified" means the auditor couldn't sign off on part of them.
  2. Findings are the to-do list. Even with a clean opinion, auditors list problems: weak controls, late reports, rules not followed.
  3. Repeat findings matter most. A finding that shows up year after year means it wasn't fixed.
  4. No Bay County government was in a state "financial emergency" in the years reviewed.

Each finding links to the audit report filed with the Florida Auditor General.

Florida Auditor General reviews beyond the yearly audit
City of Mexico Beach: Operational Audit (period Oct. 2022 - Jan. 2024) (Report No. 2025-095, January 2025)
  • Finding 1. Heavy turnover: from Jan. 2020 to Aug. 2024 the City Administrator position turned over 3 times, City Clerk 2 times, and City Accountant 3 times (vacant 495 days). Records showed allegations of a negative workplace and conflicts between management and elected officials.
  • Finding 2. Audits and annual financial reports were filed late for FY2020-21 through FY2022-23 (FY2021-22 audit was 362 days late). The Department of Revenue withheld $37,137 ($29,166 half-cent sales tax + $7,971 municipal revenue sharing) as of August 2024.
  • Finding 3. Competitive procurement not followed: 5 purchases totaling $564,092 (including $250,000 disaster debris removal, $130,772 fuel from the same local vendor for at least 19 years, $110,260 yard waste) were not competitively selected; other bids/RFPs lacked advertising documentation.
  • Finding 4. 9 purchases totaling $1 million lacked City Council approval required for purchases over $10,000; purchase orders were not used as required, and receipt of goods/services was not always documented.
  • Finding 5. The city paid a contractor the same $450,031 invoice twice; the contractor refunded $328,964 on Dec. 13, 2023 (the duplicate less $121,067 retainage).
  • Finding 6. The city kept paying its contracted City Accountant after the agreement expired (April 2021) and issued 1099s instead of W-2s without documenting why she was treated as an independent contractor.
  • Finding 7. Application security: user access privileges were not limited to what was necessary.
  • Finding 8. IT access was not always promptly removed when no longer needed.
  • Finding 9. No policies for reporting, investigating and communicating known or suspected fraud.

  • Finding 1. Required level 2 background screenings were not always performed for contractor workers on school grounds (repeat of a 2021 finding); the district kept no complete list of such workers.
  • Finding 2. Volunteers sometimes started work before the district verified their backgrounds, contrary to state law and Board policy.
  • Finding 3. Students did not always receive the required youth mental health awareness instruction.
  • Finding 4. Controls over construction management entity (CME) subcontractor services and payments still needed improvement.
  • Finding 5. Records did not show the district monitored whether CME 'general conditions' costs were reasonable (repeat of a 2021 finding).
